In Ukraine and elsewhere, governments are welcoming streamlined, voluntary information sharing by companies to speed up the process of public, coordinated attribution of major state-sponsored cyber incidents – to promote open knowledge, accountability, transparency, and, ultimately, democracy. What are the opportunities and challenges of this accelerated government and private sector collaboration in the data age? How can democratic accountability be guaranteed? Should technology companies be incentivized or regulated into disclosing how their products are being used for potentially malign geopolitical purposes? How can the nexus between private corporations and government in the transatlantic space be turned into an active learning environment to enable better foresight, diplomatic intelligence, and policy action at the nexus of foreign/security policy, data analytics and technology, and democracy? 

As part of the U.S.-German Futures Forum, organized by the U.S. Department of State, German Federal Foreign Office, the Bertelsmann Stiftung, and American Institute for Contemporary German Studies (AICGS) at Johns Hopkins University, this intergenerational panel discussion will address these issues. Participants will explore how public and private spheres might partner more effectively on the identification, mitigation, and prevention of potentially cataclysmic security threats such as Denial of Service attacks, wiper malware, and ransomware demands, as well as physical threats – including an examination of early lessons learned from the Russian invasion of Ukraine.
